Arunachal extends help to Nepal
ITANAGAR, April 30: Extending a helping hand to the destruction ravaged Nepal in the aftermath of the devastating earthquake on April 25, Arunachal Pradesh will send one thousand tents for establishment of relief camps and temporary shelter for those who lost their home and hearth in the calamity. The decision was taken by Chief Minister Nabam Tuki taking a cue from the Central Government, which is doing all it can to provide relief to the people of Nepal.
State government officials have been directed to immediately procure the tents and
send these to Nepal by-
The tents along with other relief materials will be escorted by officials of the state Disaster Management Department and hand over the same to authorities overseeing relief and rehabilitation operations in the neighboring country.
The Chief Minister has reiterated the State’s solidarity with the quake victims and assured all possible help from the state government.
A day earlier, the Chief Minister had written letters to the Prime Minister of Nepal as well as the Chief Ministers of affected states of Bihar and West Bengal conveying deep condolences for those killed in the earthquake and prayed for speedy recovery of the injured and a successful relief and rehabilitation process. Tajom Taloh, Commissioner (PHE&WSD) while expressing satisfaction with the overall achievement of the Department, called upon the officials to look for ways and means to improve upon the efficiency through dedicated trainings, committed individual contribution, close coordination and quarterly basis reviews at the field level.
He also advised for right assessment of water sources while formulating the project reports, so that situation of drying up of sources afterwards thereby rendering redundancy to the project can be avoided. On Swachh Bharat Mission, however, he opined that much is needed to be done. He called for rigorous and time bound awareness campaigns involving other relevant Department, as well. He also highlighted the importance to promote the sense of ownership of the programme amongst the officers.
Minister (PHE&WSD) Takam Pario impressed upon the Department to be transparent in its dealing and initiate necessary steps to make the people aware of its activities and encourage their participation. He also outlined the importance on protection of catchment area of water sources.
Further, he advised the officers to take the most important programme of Swachh Bharat Mission on priority to help the state achieve the target of cleanliness and safe sanitation.

Their demands include repealing of Arunachal Pradesh Unlawful Activities (Prevention) Act, furnish white paper on current financial crisis, immediate imposition of President Rule and lastly CBI or CVC investigation into the alleged financial mismanagement.

CEO refutes allegations
ITANAGAR, Apr 30: CEO cum ADM Talo Potom today termed the allegations of misusing his power and encroachment of Govt land at Itafort area as baseless and without any iota of truth.
Reacting to the allegations of Arunachal Pradesh Youth Volunteer Activities that Potom has abused his power and encroached Itafort Monument protected area at Itanagar, the CEO said that the land under question were developed long time back and present land under occupation does not encroach the Itafort.
Equipped with necessary documents he further said CEO was appointed and given power and function, much after the land was occupied by the parents of CEO cum ADM in the year 1989 and regularized in the year 1995.
The CEO also furnished various enquiry reports which were conducted earlier on the same allegations. The enquiry report of Director of Research, Department of Cultural Affairs, Govt, of A.P. conducted after same allegation was lodged before Chief Secretary in the year 2013 found that “the boundary wall erected by nodal department is in the same position where the earlier boundary fencing was erected, there is no trace of encroachment.”

ITANAGAR, Apr 30: The All Arunachal Contractor’s Welfare Association (AACWA) along with several other organizations yesterday held a meeting to discuss about proposed hunger strike by AACWA. The member present decided to constitute Joint Action Committee (JAC) in due consultation with other supporting civil societies till all the demands of association is fulfilled by the state government.
Some of the major demands of AACWA are declaration of financial emergency in the state, immediate constitution of Lokaayukta and repealing Arunachal Pradesh Unlawful Activities Prevention Act. 2014.

New Delhi, Apr 30: Replying to a question in Rajya Sabha today on whether China has asked India to link its Silk Road with India's Spice Route and Mausam Projects, Minister of State for External Affairs V K Singh said there was no formal proposal to link the two Indian projects with connectivity projects of other countries.
Meanwhile, Government today asserted that Arunachal Pradesh was an integral and inalienable part of India which has been "clearly" conveyed to China on several occasions.

Governor said this at Raj Bhawan, today when Union Minister for Road Transport & Highways called on him where they discussed on road communication and its impacts in the developmental process of the State.
The Governor emphasised on expediting the road projects in the State. The Governor said that these roads can bring huge economic prosperity in Arunachal Pradesh.

Tourism Dept. yet to clear Pasighat debris

Development challenges for NE states in the changed policy scenario

The development of the North Eastern Region has been given adequate thrust by successive
Governments’ in the Centre in recent times. The Shukla Commission Report on Transforming
the North East in 1997 under the Chairmanship of then Member of Planning Commission
S.P Shukla gave a detailed analysis on the basic minimum backlogs of the NE Region.
It was following the recommendations of this report commissioned by the regime under
then Prime Minister H.D Devegowda that a separate Department of Development North
Eastern Region was created in 2001 and was subsequently upgraded to a Ministry in
2004 to what we now know as the Ministry of Development of North Eastern Region (DoNER).
In addition to the already existing North Eastern Council (NEC), the creation of
Ministry of DONER enhanced the scope of the Centre to foster development in the NE
States. In retrospect, it would require a comprehensive analysis to summarize the
achievements of DoNER and NEC but they continue to remain the two critical agencies

In this context, it is important to examine the implications of the new policy changes in the wake of the creation of the NITI Aayog and Fourteenth Finance Commission recommendations on the development landscape of the NE States. There have been apprehensions from different quarters on the discontinuation of the Special Category Status for the NE States which have been listed in the recent Joint Resolution of the NE Chief Ministers submitted to the Prime Minister recently. This is a significant development and there has been concern, rightly so on the abolition of special windows of funding like the Normal Central Assistance (NCA), Normal Plan Assistance (NPA), Special Plan Assistance (SPA) etc. It is important to understand that many of the NE states are late starters in the development journey with the momentum starting from the 11th Plan Period. Therefore, it is important that funding pattern of 90:10 should continue to ensure the completion of projects under the 12th Plan Period.
The recent budget announcement to delink many Central Sector Schemes (CSS) needs
some serious rethinking by the Centre. The allocation under CSS in 2013-
The meetings of the CM’s Sub Group on the Rationalization of CSS Schemes under the aegis of NITI Aayog have come out with some important observations and comments. Many member Chief Ministers including Chief Minister of Arunachal have rightly called for continuing the existing Flagship Central Sector Schemes (CSS) encompassing various development sectors. It is also important that Flagship Schemes like National Food Security Act (NFSA), RTE, MNREGA etc backed by effective legislation be continued with 100 per cent funding by the Centre.
There is a need to give adequate weight age to local requirements while framing new Central Sector policies which will ensure the proper direction of development and growth of the states, particularly in the NE Region. Moreover, the flow of funds through the special funding windows should continue. At times of institutional restructuring, the Centre has to be sensitive to the problems afflicting the NE Region. Any attempt to impose unnecessary conditionalities which are general in nature would defy the very essence of Regional Planning for which agencies such as NEC and DoNER were created. The thrust has to be on customizing the ambitious campaigns such an Act East, Make In India in line with the competencies – both geographical and otherwise – of the NE States. Only a set of progressive policy prescriptions covering critical sectors over a period of time would ensure the growth of NE States at par with the rest of the country. Aftermath of the 25th April Nepal earthquake: Where do we stand?

What is an earthquake? How does it originate? What are its effects? To a layperson, earthquake is a sudden vibration of the earth.
Our planet Earth is a dynamic in the sense that its lithosphere is broken up into different tectonic plates and these plates are always in motion in different direction. It’s within these plate boundaries that majority of the world's active volcanoes and the earthquake occurs.
According to the record, the Indian plate is currently moving in North East direction at the rate of 5cm per year (geologically its very fast), while another plate, Eurasian plate moving towards South West at only 2cm per year. This is causing the Eurasian plate to deform and Indian plate to compress at a rate of 4 mm or 0.15 inch per year. Unless the movement is faster than its normal speed we would not feel its vibration. According to Hongfeng Yang, an earthquake expert at the Chinese University of Hong Kong, in the case of recent Nepal earth quake, the Indian plate jumped forward about 2 meters or 6.5 feet.
The mountainous region of Himalayan belt is tectonically very active and fragile. Sudden with high intensity of earthquake will be always associated with immeasurable effects and damages. It's not only the building that fails under the stress of seismic waves. Often the unstable region of hills and mountains also fails due to failure in the bearing capacity of the rocks which results large to medium landslides. The Geological Survey of India, Eastern Region, Kolkata have observed and identified that the 2011 Sikkim earthquake triggered several landslide in the region that have not only destroyed the properties and life, even many important roads were blocked. The rescue operations were hampered by the dozens of landslides. The torrential rain and low clouds hampered movement of air supplies and threatened to trigger more mudslides.
The large landslides can even create a temporary dam in the upper course of the river
which may create a potential situation for flash floods in the lower course (e.g.
Siang flood of 2001). In many of cases, when the surface is underlain by a saturated,
sand rich layer of soil, prolonged shaking of the earth can cause the expulsion of
fluids from the sand layer resulting into blowing of huge amount of sand with fluid.
Liquefaction can also cause other problems as the soil loses its ability to resist

The National Highway 52A which runs only 34.5Km connecting Banderdewa -
Large scale landslide is occurring frequently during the monsoon season within this short stretch of road. Landslides, resulting subsidence and sinking and blockage of road through accumulation of huge amount of debris, has affected the adjacent settlement during monsoon season.
During the 2008 landslide, all the entry points from northern Assam to the NH 52A to the hill state was blocked. The main block point was at Karsingsa where there was hardly any kilometre of road left without landslide.
On 10th September, 2010 landslide triggered after the heavy rainfall in the capital (790 cm that month) region caused damages to road and communication, life and properties and affected water and electric supply line. During that monsoon the road connection between Itanagar and Naharlagun was under threat with the washing away of a major culvert near Shiv Mandir.
Due to severe damage of road at Karsingsa NH 52 –A, the connectivity between Assam and State capital was at halt for 2 months.
In the recent past almost all of the developmental activities have come up within this National Highway and any damages in any part of this stretch are going to hamper the city dwellers. We have seen in the last two earthquakes (Sikkim and Nepal) in the Himalayan region, how the road as a lifeline have effected smooth delivery of relief and rescue procedure.
In the past the North Eastern region has experienced major earthquake in 1897 and 1950 with a magnitude of 8.1 and 8.7 Richter scale respectively. That shows that the region is due for another major earthquake to strike.

AIRGVM state president A T Kulo passes away
ITANAGAR, Apr 30: All India Rajiv Gandhi Vichar Manch (AIRGVM), Arunachal Pradesh unit president and Arunachal Pradesh Congress Committee (APCC) executive member A T Kulo passed away after prolonged illness at around 12.30 pm today. He wrestled for his life in R.K. Mission for more than a week and breathed his last on way to Shillong for further treatment at NEGRIIMS. He was 53 years and is survived by wife, four sons and one daughter.
Born in 1962 at Kulo village under Baririjo circle in Upper Subansiri district, he did his graduation in Humanity from erstwhile Govt, Degree College (now DNG College) Itanagar.
Late Kulo was associated with Indian National Congress (INC) since 1984 and worked
for the party in various capacities as 1st president of NSUI, Govt. College, Itanagar
in 1984-
He was also actively associated with many student organizations and NGOs, especially
in cooperative movement of Arunachal Pradesh. He also held various portfolios like
Telecom Advisory Committee member from 2001-

Beside some chronic case of Neuropathic pain and weakness, Hemiplegia from post stroke, child with post Meningitis and Post cerebral malaria complication also attended the camp.
ABK takes action against shopkeeper

ROING, Apr 30: The Adi Bane Kebang Women Wing (ABKWW) of the district yesterday caught a shop owner selling alcohol illegally without license here, near the forest office. They had earlier conducted a rally against illegal trading and abusing drugs and alcohol, and had circulated notice about strict action against defaulters to shop owners from Shantipur Gate to Roing town.
"Our members had personally gone from shop to shop handing the circular asking shop owners to refrain from selling alcohol or drugs without license or face strict action. We have since been on a constant vigil, and yesterday after getting a tip off, led by our President and GS, we raided this shop and caught the shopkeeper red handed", said a member of ABKWW. Reportedly, they found 44 bottles of beer and whisky at the shop.
According to the ABKWW, the guilty shop owner has been tried as per the local Adi customary law which includes a fine of a certain amount and a written agreement stating that she will never indulge in such activities in future, and if repeated she may be handed over to the police by the Kebang. They also informed that after a lot of homework they have found out a list of names of drug peddlers in the district, and they have submitted the list to the administration, hopeful that the concern department will deal with the peddlers according to law.

RUKSIN, Apr 30: The month long “Entrepreneurship and skill development training on food processing’ at Oyan village by the Indian Institute of Entrepreneurship (IIE), Guwahati sponsored by Ministry of Micro, Small & Medium Entrepreneurs (MSME), Govt of India, in support of Lisang Donyi Welfare Society (NGO), concluded today.

Welcoming the participants Lisang Donyi Welfare Society (LDWS) secretary, Jitendra Pait requested local unemployed youths to take the path of self employment through entrepreneurship training.
Master Trainer entrusted from IIE, Vijoy Singh imparted training on preparation of pickle, jam, jelly squash, candy and juice from the locally available fruits and vegetables with practical demonstration and also taught on preservation measures.
The manager of Oyan branch of Arunachal Pradesh Rural Bank, Ebom Zirdo, assured all
possible help to the local entrepreneurs. He also distributed the certificates to
the trainees on their successful completion of the month-

NE rebels are tacitly supported by China
For long India has been alleging that Chinese government is tacitly supporting the
armed insurgent groups of the North East region. Even though Chinese totally denies
it some of the report collected by intelligence agency definitely point finger towards
them. MoS Home Kiren Rijiju while making a statement in Rajya Sabha yesterday informed
that government have received reports about various insurgent groups operating in
the country's North Eastern region procuring arms and sophisticated weapons from
China-
Recently there was report that as many as nine Northeast militant outfits, including
the ULFA (I), NDFB(S) and NSCN(K) have formed a joint front. At least three rounds
of meetings were held among representatives of the outfits at undisclosed locations
in Sagaing division of Myanmar over the last few months, after which the joint front
christened as the United National Liberation Front of West South East Asia (UNLFW)
was floated. The move to form a joint front by the NE rebel groups has been in the
offing since 2011. Indian intelligence quarters suspect that this move by NE rebel
outfits has implicit Chinese support, with Beijing upping the pressure on Delhi to
gain an upper hand on the border issue. It may also be the Red Dragon’s way of getting
even with India for hosting the Tibetan government-

Redress my financial problems
Dear Editor,
Through your esteem daily, I would like to express my grievances regarding payment
of bill for construction of Govt Primary school at Ruyi, Kamba under SSA Scheme,
2014-
I was awarded a work order vide No. LED/SSA/CW-
Accordingly I completed the work within stipulated period.
The authority concern haf also assured to sanction atleast 30% of the total amount upto 31th March 2015 as running bill. But till today, no payment has been made to me, even the 30% which has been assured by the concerned authority.
Moreover, the recent publication in Arunachal Times regarding the RBI AGM direction
to SBI to stop the Payment to Arunachal Government cheque has broken my heart. Now
I am in embarrassing situation as I have already taken Rs 5, 00,000/-
Hence, through your esteem daily, I request the authority concerned particularly, the Chief Minister cum Finance Minister to readdress my grievances by granting at least 30% of the whole amount to reduce the burden of the common man like me.

Do not deprive APST students of Post-

The aforesaid scheme is equally applicable to the State of Arunachal Pradesh with the Department of Social Justice & Empowerment as the nodal department. Scholarships are available for studies in India only which means that any APST students pursuing their studies outside the State of Arunachal Pradesh are also entitled.
However, the nodal department in Arunachal Pradesh has curtailed the benefits of the scholarship to the students studying in Class XI & XII. The nodal department is providing the scholarship benefits to students pursuing studies after passing Class XII [i.e, undergraduate & above] only who can avail the State stipend. It is not understood as why the Department of Social Justice & Empowerment, Govt of Arunachal Pradesh is depriving the benefits to the APST students of Class XI & XII. The scheme is 100% centrally sponsored scheme. Further, the State Govt does not provide any scholarship/stipend to the students of Class XI & XII to APST students pursuing their studies outside the State of Arunachal Pradesh. When the scholarship is not paid through State exchequer, it is not understood as to why the scholarship is being curtailed to the Class XI & XII students which is highly discriminatory.
Through your esteemed daily, I would like to request the concern department not to deprive the APST students and to ensure that the benefits of the central scheme of PMS are provided to the deserving APST students of Class XI & XII.

Tears well up in our eyes as we see the heart-
Though disaster is a phenomenon experienced by humans since time immemorial, but it poses a big challenge to mankind and despite technological advancements it is difficult to predict exactly time of their occurrence and somehow the disasters surpass all the preparedness.
It will definitely be a herculean task to resurrect the economy of Nepal. But people of Nepal will once again rise like phoenix and stand tall like mighty Himalayas as they know “That the quake can only crumble the houses and crack the walls, but can never crush the spirit of brave people of Nepal.”
